I think there are a few people on here that have the wrong idea. This is Portsmouth, one of the main naval bases in the UK. This siren would be to warn people if there was a nuclear accident regarding a nuclear powered submarine or ship. If it were to warn people for incoming bombs then they would have one in every major UK city. :)
They used to sound these sirens off very briefly when the Dockyard finished for lunch and home time for the Dockyard workers. I grew up in Queen Street just outside the Dockyard as a young boy and always hear it day in day out for many many years. Then one day......nothing. Ever again.

With everything ready to go during heightened tension (following testing of the system, etc), it was thought that all the sirens & BBC broadcasts could be started in under 60 secs from the decision being made, leaving around 2 1/2 to 3 mins warning. However, large parts of the system wouldn't have worked at all during a surprise attack (e.g. unmanned posts, some areas removed fuses from sirens if there'd been problems with vandals, etc).

Fylingdales was of more use to the US who would have had longer warning times to respond against land based attack.
My university building was about 10 minutes away from the docks, first time I knew Portsmouth had a warning siren was when I had just got out of the train station and the bleedin' thing went off.

i'd also imagine that the test soundings are preceeded by an announcment on local radio news "at 10pm today there will be a testing of the nuclear warning sirens, please do not be alarmed"
should one of the navy nuclear subs be in port and the siren goes off, there will probably be an announcment on local radio to give residents instructions on what to do "we interupt this program to give you important information......"

@FireySnipingMedic I once lived right next to city hall in my college town..one warm night I had the door wide open when the 'air raid siren' went off. Turns out we were under a tornado warning.. Never saw a drop of rain though. :)
