i do not beleive it to be a cell phone because it wouldnt work without a cell tower in the area but if it was a traveler from space or time their device or ship probable would have the devices for it to be posable

This is stupid. So lets say this was a time traveler, who would she be talking to on the other end? There would be no cell phone towers to make incoming, outgoing calls work. She would have one massive roaming bill using government towers.

We can't really say it does or doesn't. When you go back in time try calling your family or a friend. Then when you come back you can finally tell us if it works or not. A cell phone can not transmit or receive a signal without something to transmit or receive the signals, don't be an idiot, lol.
@Reclused5 the only problem i would have with that is the fact that she is walking alone and talking to her self, it just doesn't seem likely, but on that note we will never know if it was or was not. unless someone wants to go back and ask her....
