that's not entirely true. You can actually see how much SMOOTHER the 60 frames are for instance at looking at video of fast moving things like an ordinary ceiling fan in motion or water droplets.
So yes youtube does downgrade to 30 fps but the 60 fps effect can still be seen to some degree!
I shoot mine at 720 60fps.

YouTube automatically downgrades it to 30fps. No point in the 60 on here
