Pretty good idea. But if resources are being used to improve or widen shoulder lanes to accommodate buses, why not make them a full use lane for all traffic use?

@LiftedX you still need a shoulder for cars that break down and for crashes and emergency cars... doing this helps promote mass transit by making it run faster and decreases the desirability to drive it make much more logic to have this system... I live in the Cities here and we really do need to have wide shoulders for the plows in winter to push snow . Also as it stands now not all shoulders have been upgraded to allow a bus to pass so a new lane wouldn't work even if was a better choice.
