I do think having a % tax is a better idea, its more flexible with prices and market.
Also dont forget if Cannabis gets regulated and taxed the prices would drop until "black market" goes out of mainstream and legit takes over.
There will always be some not paying tax, but to get a legit QUALITY product and the freedom that comes with it is worth some tax aint it? :))

Federal law needs to be changed so they can back off and let states make their own decisions, for both recreational and medical purposes. It makes no sense to keep spending money we literally don't have by arresting people who consume cannabis when we could be making billions of dollars. I don't know where they think they're going with marijuana prohibition, but it's certainly not helping anybody or anything, only creating more and more problems. It's done more damage than I can even comprehend.
