Nope, on a trigger pulse transformer (oudin coil) the primary is last. Unless your making a interrupter induction coil (Ruhmkorff coil), in that case the primary is done first to drive the relay interrupter. Oddly enough though ruhmkorff coils used the be used to drive oudin coil's, common in old quack medical devices / Electrotherapy or old automotive ignition systems.
