I agree with jrwellin's comments it would be effective against whatever is there .... providing you develop the power and technique to use it. if you don't train hard enough you will just be making shapes with your hands. once you develop some structural power and release you begin to realize that the technique can be very useful especially with subtle changes to the hand shape and angle of attack. the target area is everything from the lower ribs to the bladder dan tien and groin areas.
i like wing chun, with the sticky hands and trapping, but think the stance is too square to apply in fighting situation, not much agility in moving in and out against a fast puncher especially a boxer, also the stance is open for take downs against a MMA fighter.
But I think you can use aspect of sticky hands and trapping mix with conventional punching.
some Wing Chun schools use a wider stance, much like Hung Gar's yee gee kune yung mah, where it's three steps to open rather than two. Those schools are often described as "hard" Wing Chun.

palm to the lower part of the body in what way? Do you mean striking at the solar plexus or lower abdomen? I could see it being used as a groin strike but i just want to know how or what part of the "lower body" other than groin it would be effective against
I qam not a practitioner of this style, but from what I notice, it would be effective against whatever is in the area. If you are closer to your opponent, with enough ging you could take their breath away (dantien), while further away, it could be used as a quick cover against a kick. Drills and forms have these hidden techniques within them. One has just to study to decipher what is what.

The low strike could be a hit to the groin, a block like you said or a plam to thelower part of the body.

Agree - Also the strike is very affective to the bladder area and hips. Bladder area will result in a mess though, so be aware of that.
