Oh also, I'm not sure if this is helpful or not, but imagine a J-Um...the guy you had try and request an allegiance with Hitachi, just consider them a Missionary so to speak. They sit there next to another clans province for a while, and the Fujiwara influence goes up in that province. Each turn it goes up a certain percentage, and depending upon how high it is, the success rate will become higher. Though unfortunately you do still have to declare war on them. Also, Banzai = HANDY :)
