Yes and with a good reason. The DOD selected the island for the Long Shot, Milrow and Cannikin underground tests, the Cannikin shot was the 5 megaton warhead for the Spartan ABM interceptor missile. Perhaps the move to relocate the local otter population was to minimize radioactive contamination (and casualties) of the wildlife near the test site.

It may be something to do with the Aleutians, which seem to have been fought over by Russia and Japan and the US - who knows? It is a Monty Pythoinic film, isn't it.
