@CarlalaPearson It implies that seals do not instinctively see fish as food. After being weened from the mothers milk it is abandoned and left to find out what is and isn't edible on it's own. But in captivity, if you put fish in with a baby seal that is ready to start eating fish, it doesn't always see the fish as food. So they force it to eat the fish at first so that it becomes used to the taste and feel of solid food and fish in particular.

She's probably not showing it very much affection because it will be released back into the wild, and needs to fend for itself.
