CiyzenJane: Gee an estimated 1/3 of homeless in the USA are veterans of war. Many, many of Long Beach, CA homeless have mental illnesses. Some have income. But the income does not buy a roof over their heads. Another segment of the homeless population ran from domestic violence. Agreed 1 day in Iraq would fix Katrina's housing nightmare.

This is a very cynical answer. But I believe the homeless are left in their condition as an object lesson to the rest of us. Tow the line, don't rock the boat...or you will end up this way.
The actual money it would take to handle the problem...is one DAY in Iraq.
