The intention of this piece, when written by Paganini, is to imitate the sound of woodwind instruments by a violin to show his virtuosity. I can't remember which instrument exactly, you can check.

It all depends on how well and how early you start studying, who you study with and the natural talent. But that natural talent doesn't depend on the nationality. Yes there are many great Jewish violinists, but it's more that many jewish families believed that their kids should play music.
