As of now there is no federal-wide contingency to assume direct control of the internet via Internet Service Providers. Meaning, they could probably blanket small areas, but the nation would be in chaos and they wouldn't be able to establish control over the Internet very well.

Your bomb shelter is likely useless. You're sitting next to Fairchild AFB. That's not only a first strike target, but a multi-strike target. First will be an air burst launched from a sub to take out the soft targets. Then a ground burst 30 minutes later to destroy the runways. Spokane is also an air burst target because it serves Fairchild. You will need a blast shelter at the very minimum. Better yet, move the heck out of there. Depending on where exactly you are, your survival odds are low.
