Obama spent most of his life as a community organizer (CO). As a CO, if you want to take a break at anytime and maybe smoke a butt, no one is likely to care for there is no pressure in that capacity. Obama has carried his experience as a CO into the White House. Its obvious Obama does not like being Prez. He let Clinton take over that role so he could go party. Nothings changed in 2.5 yrs. He's either partying or traveling. He is in way over his head and he knows it.
