Very neat idea! I would be a little worried the cooling fan would use up close to or more power than is being produced by the solar cell. Maybe heat sinks would work better? Also might I recommend lining the battery compartment with fireproof sheet rock? I built a charger case too and that's what I lined mine with.  Easy to cut to size and cheap!
