Figured this out. If you look at this UN dude's hair, real close, he's got a little laser or something glued in there. Somehow he activates it (you can just see the flash at 0:12) and then a little puff of smoke (at 0:14). All you need to do is weaken the fibers and you can tear the phonebook.
