If there is an alternative way of getting power then the dam shouldn't be built, but if all other options do not work then the dam seems like the necessary thing to do. I think that China needs to be weighing the benefits and risks to building the dams. If you build it you are saving tons of carbon emissions from ever going into the air by providing people with a cleaner energy source. On some level, the chinese people have chosen this as their legacy. The prioritization of energy over environment. Exactly as the US has. I neither feel bad nor blame them however. Hydroelectric is much cleaner than fossil fuels, so I suppose it should be encouraged.
