uh...it's called fireball fighting. The only street fighter that didn't really have this was SF3;you could just parry the fireballs that didn't really do that much damage normally.
watch taht one fight between Ryu and Sagat, uploaded by the same user. That Ryu shows how to combat triggerhappy projectile users. people jsut aren't used to using that new parry-dash mechanic yet.

The best solution for fireballs was in Alpha 3. they lost dmg the longer they travel.
Also SF2 is not the best game in the series ~_~
