Active and Passive are server CPU terms. This is totally not related to the consumer market.
For Rodney: the reason why you have passive is to mainly prevent the issue of fan-failure on the CPU block from production servers running at full temps all day long. Passive is assurance that your 4 80mm fans can carry the burden of cooling and you can easily replace those fans in production. You can't replace actice heatsink fans in production.
This is like not relevant for consumers, but okay :P
