I doubt these 500 million dollars will sway anyone who lost a loved one to a drone attack. Just Imagine how you would feel if Mexico killed 15 innocent Americans for each drug dealer in the war on drugs. Even if it did reach the people (which you pointed out it won't) it wouldn't make much of a difference, Pakistan has a population of 175 Million people, which would equal a payout of $2,86 per person... would you be willing to overlook drone attacks on your country for $2,86?
