You are too funny. Actually there's really mostly government building around the capital. The National Mall, the White House, hotels, monuments and museums are all around the capital. There are residential places of course but they tend to be further away from the capital building. When it's tourist season that's when we get the crowd surfing and the apartments that are near downtown better watch out.
