not only that, but you got the Union weighing down on the automakers. The union is a big lobbying group, so a big reason for the buyouts is to keep the union alive. If the big automakers go bankrupt, it declares all debt past and present void, but the automakers can recover eventually due to corporate restructuring but the Union will be fucked out of luck. The gov't won't let that happen
