Hamas is trying to create a humanitarian crisis in Gaza because they know that Israel will be blamed for it. The pressure on Israel will mount and they will need to lift the blockade. Thus resulting in many terrorist attacks against Israel.

Since 1948, it is Israel that has benefited, while the Palestinians have been displaced and had their land lost/stolen, among other hardships.
