This should have been the Evasion theme for each Act. Some of them sucked, but definitely prefer this one if they would of went with just one like in previous MGS games.

well, in mgs2 the music changes. from snake in the boat to "gay ass" raiden

Yeah, it wasn't orignally meant to be though, "A Rebellion Rests" was the orignal intended Caution, thats the song you hear when going in the building through the tunnels before you reach Drebin.
