If it's nitric acid, there would be severe burns and people would be blinded and coughing up blood. People's skin would turn yellow as well.
Are those the symptoms people experienced? I've never heard of using nitric acid in crowd-dispersal or even as a chemical weapon. Chlorine, yes, but not nitric.

I wasn't trying to be rude, just trying to figure it out and nitric acid isn't very likely, that's all. I've worked with nitric a lot and it just doesn't seem like that's the case.
Ask your relatives what specific symptoms they suffered and I could possibly help with researching a treatment to minimize effects. It may be too late now, but I was simply trying to be helpful--and facts are always more helpful than anything.
