428--great motor--rated no less than 370-390hp stock, 455s never saw over 370. But are you aware that a 455 crank will drop in with no other mods needed? & it will give you 449 cubes. If you bore .030 over it will be a 455 & identical or better than a 455 from the factory. The 455 was a larger "less breathing" 428. The 428 made more power stock because it was produced in the less restrictive late 60s. So try to imagine a better breathing 428 becoming 455 cubes!
70/71/72 455HOs and 73/74 455SDs were the only stock 455s that were close to equaling a stock 1969 390hp 428 in performance. The 1970 455HO was rated at 20hp less at 370hp, but because of the greater torque from larger cubes--it was pretty close in performance to the 1969 390hp 428HO .
There was never a 70 455 ho. The 70 455 was a standard D port motor with 10.25 comp and small 067 cam. The 428 ho had larger 068 cam and 10.75 comp. and long branch manifolds. this is why more hp. All lrg valve d port heads flow about the same. The 71/72 455 round port heads flow better than the 428 but had 8.3 comp and rated sae net, not gross as the 428 ho. This is where the hp difference is. The SD 455 rated net, WITH catyletic coverter.

Actually 71 would be rated in gross, 72 was first year of net. But HP was still down about 40 in 1971 despite still being rated gross like 1970, and because of compression dropping into the 8s in 1971. No 1973/74 SD455 should have cat converters, unless maybe in California ... as converters did not come out till 1975 unless in CA.

Dumbasses who believe Chevy's over optimistic ratings--would believe the 454 would win at the end of the track. It was a tie race, then at 60mph it was like 2000 pound of bricks was dumped on the Chevelle. I think BuickOlds/Pontiac have a more flat power curve--making that peak 450 irrelevant.
I heard Pontiac rated HP in 100 degree outside temps, & Chebby did'em at 60F. It's obvious Chevy rated them higher---to sell cars. Buick/Olds/Pontiac kept theirs down for insurance. Comparing Chebby ratings to others is like comparing oranges/apples. They all rate'em different, ratings hardly mean jack unless comparing in the same car division. When Pontiac says a 73sd455 made only 290hp--that might have been true at only 1500rpm, but not 3000 or whatever they claimed.

This run was 11.0@123. My best ET so far has been 10.8@121 at Maple Grove Raceway. With some more tuning I can probably run a little quicker.
