1. To degrade or say that the fabric is poor quality, and should have never made it to the runway.

2. Toile is a low cost fabric typically used by designers when they are testing a look out from their sketch, before they actually make the first dress using the fabrics that cost plenty of money. (Meaning think of your silks, they actually have carbon fiber fabrics,cashmere, velvet, etc...)

Arguably you could also compare it to some "modern fashion", where the design gets away from you as you follow a lark and keep adding and adding, especially if there's no sketch to guide. Most art communities have something like that happen to them, where the product is no longer recognizable. Look at modern art.

Evidence may suggest that Equestria may indeed by on Earth. In this scene, we clearly see Fluttershy's knowledge of fashion references France. Photo Finish speaks with a German accent. Rarity's parents speak with a very distinct mid-western accent. Perhaps the most compelling piece of evidence, though, is when Discord speaks Italian, saying "arrivaderci" to Fluttershy. Don't ask me if that's correct spelling, because it is most probably not even close.
