Part of this is modded of course, but the "secret island" is not entirely a mod. As a programmer, I can tell you that every game is going to have an area out-of-bounds of normal gameplay to load objects. This makes it faster to process an object when it's in normal gameplay. So if I have a boat out in the sky where no player can go, I'll be able to have that boat show up faster when the player actually goes near one on the water. It sounds strange, but it works.

This is a co-op mod, cause in real gta 4 when we play as co-op the people arent cheerleaders or crazy wimens in the streets so if we see the car ligths at backward where green ( in gta 4 aint green ligths at cars) and the life-bar is in a fosforecent green.
