@SKJGproductions When you get the key, there should be a boat half in the water and half out, the boat is located next to captain Hagar's house thing. Just jump into the boat and it should be there on the boat deck underwater

What's that shout? And where do you find it?

@MrSupaYou It's called "Disarm" With that shout you get the ability to shout of your enemies' weapon! And I think there is not really a "place" to find it, because the shoutwalls are randomly developed! I found a wall with an awesome shout, but in my friend's game there was a totally other shout! Keep dragonslaying I guess!

Yeah it's captain hargar and I found under the tower with the ice runner chest it's like in a beached boat
