Behind the common sense I think you have to have, particularly when you see a ceiling with a flammable material, the main responsibility should be posed on the police, firefighters who can issue a permit (in some countries) or the municipal authorities who have to supervise the night clubs or public places where people gather.

DO NOT USE PYROTECHNICS IN PLACES THAT ARE NOT CONSTRUCTED FOR THEM.

Pyrotechnics should only be used outdoors or in buildings specially designed to handle them. Most club fire deaths occur because smoke density reaches levels that can incapacitate in a manner of seconds.

I remember we had a similar fire in a club in the U.S. where a lot of people died too. I think the stage had some kind of foam sound-proofing that went up and created this toxic smoke. Some people got killed while trying to get out the door. They got trampled on. This is fucked up.
