does anyone remember metropolis? this is just another version of a LIBERAL idea trying to CONTROL AND DOMINATE people and it will fail. if you do not remember metropolis then how about logan's run? gattaca? or more recently the island?
@mrlepercon do you really think this project will work? have you ever heard of brasilia? or new harmony? what about all of those wind farms that t boone pickens promised? what of the solar cell farms that the obamamessiah promised? if this is such a good idea then why is china NOT doing this for the ENTIRE COUNTRY? also, why just only 350,000 residents and WHO will be those lucky few? China currently has 1.5 billion people and this makes up only 0.023 percent of the entire population.

As for the project you speak of and why not do it for the whole country that's simple for two reasons. 1) As was said you start small see if it works then do it nationwide, that should really be a no-brainer. 2 Mainly they don't care enough about the people to do it.
As for who is going to live there that is really very simple. Those rich enough to afford it.
