Why not? These techniques are already being applied on the atmosphere, and it's very visible, particularly in the intense trail activity above urban areas starting in 1998 for most countries.

The global warming nonsense is a way to squeeze carbon taxes off the public and put in cap and trade as the next derivatives bubble. Why not use these techniques to sell the idea too?
