Hey denivish and ibrake4rappers... the men sitting on the heavy equipment are waiting till the sniffer dogs with their handlers check the area first. If there are people still alive in the rubble, then the heavy equipment needs to wait. They are still hoping to find survivors. Once they have lost all hope, then it will be time for only heavy equipment to clear rubble and find the dead.
