that move is used only in wall-bound combos where u knock ur opponent to the wall on their back, and as they slide down that wall, thats where this d4444 move should be used.
of course, if you abuse this move, you will get smacked by the pros, I gave these Lee noobs a launcher to 90 dmg combos everytime they abuse that move, as well as kazuya's spin kick spammers
