That's basically saying that your house is burning down but they won't send help because another house MIGHT catch on fire. That's not right. Johnny, the UN cannot do anything without the overt and public co-operation of the nation states that make up the UN generally, and the security council in particular. That is 90% of the UN's problem. However, the solution is not more nuclear weapons but less. All round.

I'm surprisingly sympathetic to this point of view, with a few caveats.

A decision to kill could only be taken after all other means (short of war) had been attempted. Summons, arrest warrants, kidnap attempts etc.

A decision to kill someone, needs to be taken publically, by an elected global parliament, and only where the individual in question poses a clear threat. The decision needs to be transparent and have a high degree of unanimity, perhaps as high as 70 or 80%.
