The reason it does not work is because there is not enough cover and hiding areas for the fishes, they prefer small enclosed areas, those have large gaps and such. But hey, food is food i guess
It takes hundreds of years for a reef system to be completed. Plus if not in the correct depth reefs will not grow properly. I think this has some potential though...
