We basically, for the best, end with the same type of boneheads with only the type of color,symbol and group, separating them (US). And for the worst, two parties bitterly opposed to each other, eventually causing civil war (Latin America). Why should we even need a majority rule? In a Democracy, we shouldn't have one party calling the shots.

Parliaments have the problem of majority rule to the Nth degree.
Usually the upper house has no effective power and a veto does not exist.
Congressional systems tried to correct for the flaws of parliaments.
Democracy is fine and will always be fine -so long as the rule of law prevails.
