The title of the song is based on a method of teaching public speaking in the days before amplification and public address systems. Speakers were taught gestures which would help the audience understand what they couldn't hear clearly. I have a texbook from the 1880s called "How To Gesture" which defines the movements.

@mrrk The CD credits it to Marie Lloyd. As far as I know there isn't a recording of it by Marie Lloyd Jnr. That doesn't mean that there isn't though.
