guardsmen can be used in many ways along the situation you can rush(i do it only in QS games), you can use them as meat shield for your tanks(perfect for artillery strikes, or setting them in melee to keep busy antitank infantry units and finish them with some hellhounds,or block melee vehicles to reach your sentinels) or you can make them killing machines by putting some commissars and priests and equip them with heavy weapons and bring the apocalypse
