No. Just... no. ICBMs are not launched from sub. Their missiles dont have the range. Also, there is not a nuke in the world with the yield to damage let alone destroy the ISS with thermal radiation from the blast. None. It would take a three hundred gigaton warhead to cause third degree burns to a person. Not enough to flash fry, or kill the ISS. Incidentally, a three hundred gigaton is enough to ruin the day for an entire continent. The largest nuke ever produced was 90 megatons.
