Develop WKCD first!! At the same tmie, Empower the grass roots, and promote the arts in the local community and within pre-tertiary education. People in HK are alienated by & dislocated from culture. For WKCD, the vision has been blurred, and I think that there is too much emphasis on placing Hong Kong at the epicentre of East / West. All this talk is meaningless without action. Just think....Even Shenzhen has raced ahead of HK from a standing start!
Of course, the input of the people is valuable (If you are able to gather & make sense of their opinions). The problem inherent with large-scale infrastructure / cultural development projects initiated by this HK government is that everything is put out for discussion, review, even when it is not necessary (not forgetting the ubiquitous feasability studies etc...). "Long term" is fine, but how long can you wait?
The only saving grace of this talkfest, which BTW was a waste of time and money, is Tang's upper crust accent.

This is a long term project.... it's meant to secure and augment HK's position as a world class city in the future.
So your saying the input of the people who will use it will not matter?
