I'm seeing a lot of exchanges between 169.254 addresses with UDP on my network.

Specifically, 169.254.1.65 and 199 exchanging with 255.255.255.255.

Is that normal?

At one point you put the 'shark into "Promiscuous" mode and of course live packet capture is occurring. BUT, and this is the point, unless your IP connection is directly connected to a "node" and not the usual net router which is actually connected to a large LAN , then you are still only capturing packets aimed only at your IP address and this STILL excludes ALL traffic aimed at any other IP address. Nothing illegal about reading your own packets!

In the output when I look for the username and password; I can see the login name but can see a hash of the password. Is there any way to see the decrypt/ text of the password? :)

It's *most likely* an MD5 hash, you can try using a rainbow table to find the original value.

Programs usually use stronger encryption to send data over a network. It is possible, but much harder.
