They are exempt from seat belt laws. Some stations do have policies recommending the use of the seat belts. But the most reasonable excuse, is that sometimes the seat belt gets caught on their armor or baton (I'm a security officer and this happens to me all the time), etc... and it's really a waste of time when you need to stop and chase someone or even dodge from a shooting suspect.
