well, you have to consider that Iori had just fought Shion, then Magaki, and then spentt who knows how much time wailing Shingo and Kyo. Just like in 2003 with Chizuru, Ash struck when his prey was weakened and exhausted. I hop Kyo and K' get him. Plus, Iori fights w/o flames in XII and looks vicious, so Ash is going down.

He probably won't steal Kyo's, but it's possible he could. If he did, he'd be able to teleport with the Yata Mirror, and be able to produce red, blue, and green flames, so yeah, that boss fight would be uber-cheap butthat's SNK Boss Syndrome for ya. I mean, look at Magaki.

The way things work: In KOF XIII, Ash will probably steal Kyo's flame (or if the player fights as Kyo, K's flame since he's a Kyo clone) and the player will have to fight him as 'Supreme Ash' or Phoenix' or something like that. Then, when you beat him, he'll probably explode in red, blue, and green fireworks, and Kyo (or K'), Iori, and Chizuru will get their powers back.

Well, there can be two paths that can be drawn for the conclusion of KOF XII. It can end with Kyo beating Ash, restoring peace to mankind once again.....or Ash taking Kyo's power and then the following KOF would have some other fighter to be the main character like Terry, K, or Ryo. But I highly predict that Kyo will beat the snot outta Ash once and for all.

I don't think Ash will be the new boss in KOFXII, since in that game he'll probably complete the cycle by stealing Kyo's powers (if Kyo couldn't stop Iori, he'll probably lose his powers to Ash as well).
