I think the "None" button is just so you can clear everything and then just select the ones you want, if you just need 2 or tree. I find it handy so I don't have to uncheck them all manually.
I agree that would be the only reason which comes to mind. If you only wanted to do 3-4 then have to uncheck all the other manually would be a pain in the ass.

I think you will find that the only reason they have 'none' in the options for clicking the hyperlinks is that when you get to the page they are automatically all clicked. If you only wanted to select one or two then clicking none removes the pre selected ticks in one go allowing you to then make your selection!

If you want to select only a few services and all of them are selected, you click 'none' and then select the few services you want to submit to.
