The only way to bring a satelite down is to dock with it and slow it down so it comes into the atmosphere.
If you blown it up you only reduce it to fragments, most of which stay up there.
You cannot shoot it down.

yeaa pretty sure satellites don't carry rocket fuel and even if it did there is no oxygen in space and the fuel itself wouldn't be destroyed so it could still spread on re-entry. But Putin has already declared an arms race due to NATOs activities so whatever.
