History has shown more often than not that independence is usually led by people who want the power themselves. You are probably right that there are some Lakota that don't want to be independent, yet their will is being overwhelmed by a majority or even worse, a few tribal leaders. It will be just one form of government replaced by another.
Missoula is a beautiful city. I understand why they do not want the urban housing developments. It is a unique city in that when you leave the city limits, you do not drive through miles of urban developments before you get to the country. You are in the country immediately after leaving the city limits.
When you say 'they' do not want the development, it really refers to the few people posting the signs. Not all Missoulians would agree otherwise the developers will lose their shirts. They probably did market research before investing millions in the development. They could have found that there are lower income people wishing for a way to become a home owner. Or others just wishing not to have to maintain a large yard. If no one buys the homes, then they will never be built there again.
