They sell a jet kit a long with the pipe. You may have to do some trial and error to find the best one. Becareful about getting dirt in the carb though when you change the jets as even the smallest bit can throw of the fuel mix if it's in the right spot.
By silencer you are referring to the spark arrestor right? You don't absolutely need to re-jet if you pull it out, but if you start noticing your exhaust popping a lot you probably should change it because that usually indicates a lean condition.
