I think it can't, I have touched a ~100W flyback and it hurt a bit but nothing too bad.

I'm pretty sure it can't... unless u're not getting shocked hand to hand ur pretty safe! But if i were u i didn't touch it on purpose cuz it will still hurt like shit (believe me, i know :-D)

Not really.
the color of an arc can depend on many factors, such as:
copper electrodes -> greenish arc
salty electrodes -> more yellow
and so on...
