Billie was tricked by Larry thinking he was a ASA agent that worked with Shane so she thought she was helping. Only after she told Shane about him did she realize she had been tricked.
Yes, how the hell did Billie get caught up with Larry? To my understanding, I always thought that she thought that by helping Larrry, she was somehow helping Bo with his job.
I still don't understand how Larry contacted Billie or vice versa.
Did Hope, Bo, and Lexi ever truly forgive Billie? I think Bo did since he gave her Georgia/Chelsea years later.
